on august 22, tropical wave moved off coast of africa, , moved westward across atlantic ocean , caribbean sea without developing significantly. on september 1 wave axis entered gulf of mexico, , upon doing convection steadily organized around low-level center of circulation. system moved northward , developed tropical depression twelve on september 3 while located 300 miles (480 kilometers) west of tampa, florida. embedded within slow mid-latitude trough, depression moved eastward , strengthened tropical storm henri on september 5.

despite strong southwesterly vertical shear, henri continued intensifying while moving eastward, , reached peak strength of 60 mph (95 km/h) later on september 5. shortly thereafter, though, shear weakened storm, , downgraded tropical depression. henri not able recover intensity, , made landfall near clearwater, florida on september 6 35 mph (55 km/h) tropical depression, , crossed state accelerated northeast. despite initial predictions of re-intensification on open waters due potentially lower shear, henri failed re-strengthen , degenerated remnant low pressure area on september 8 off coast of north carolina.


the broad , disorganized remnant low remained stationary due ridge of high pressure north. residual convection within remnants of henri remained disorganized, forecasters kept watch potential redevelopment. however, moved inland near cape hatteras on september 12 without reorganizing. remnants continued north , dissipated on september 17 on new england.
