expansion , development accelerated when crhs converted tarlac national agricultural school (tnas) in 1957, under superintendent. became policy make projects profitable – piggery, poultry, goat , vegetables. linkaging research started pork barrel funds. in 1961, two-year technical agriculture post secondary course opened , in 1963, health center built out of funds philippine charity sweepstakes. time, tnas had school hymn , student publication, “the carabao.”
in 1965, tnas , tarlac school of arts , trades (tsat) merged become tarlac college of technology. tnas became tct-college of agriculture (tct-ca) while tsat became tarlac college of technology – college of arts , trades (tct-cat) virtue of ra 4337. tct-ca, offered 3 degree programs: bachelor of science in elementary education major in elementary agriculture or home economics (bseed); bachelor of science in agriculture (bsa) major in crop science/animal science; , bachelor of science in agricultural engineering (bsaeng’g). government programs related agriculture, after declaration of martial law in 1972 gave boost enrollment in these courses. graduates found immediate employment here , abroad. indications school become autonomous.
thus, on december 18, 1974 virtue of pd 609 issued president ferdinand e. marcos, tarlac college of agriculture became 1 of state colleges in country. first college president mr. jose l. milla. during president milla’s stewardship, campus area increased 60 hectares; forestry laboratory in titi calao, mayantoc acquired through pd 1506; fishery added existing production projects , joint researches irri undertaken. enrollment further increased , number of faculty , non-teaching.
the second college president robustiano j. estrada. upon assumption, ten-year development program , tca code prepared. there major reorganization in administrative set of college. 2 vice-presidents designated: vice-president administrative , business affairs took care of non-academic staff , functions; , vice- president academic affairs in charge of academic programs based in different institutes under dean. there exodus of faculty take graduate studies because of promotion scheme of state universities , colleges gave highest point educational attainment.
infrastructure development accelerated estrada. academic buildings rose accommodate enrollment reached thousands , increased every year. twenty-one faculty cottages, girl’s dorm , boy’s dorm, guest house, six-door staff apartment, research , development building, multi-purpose building, administration cum library , chapel constructed. old structures repaired , pag-asa established agro-metrological station. these gave new campus. campus has expanded 70 hectares, including 4-hectare athletic oval. research , extension expanded , tca became byword among households in service area. production projects increased, notably rice, vegetables, piggery, poultry, goat, cattle, nursery, fruit trees, seedlings , canteen service. feliciano s. rosete became 3rd president of tca when estrada’s term expired in 1989. during first 5 years of rosete’s term, other infrastructures came about. landmark farmers’ training center built countrywide development fund (cdf) of senator alberto g. romulo. during pres. rosete’s term scholarships private individuals , ngos started pouring in, , more curricular programs offered. extension , research accomplishments multiplied.
in 2001, philip b. ibarra became 4th president of tca. administration noted sustaining gains , glories of past while working out more. tca notable revolutionizing curricular offerings, computerization of enrolment , administrative system, aggressive accessing of financial , material resources, development of new leaders, , strengthening existing partnerships local , international organizations. these initiatives has pushed tca best institution through transparent , caring administration. on january 14, 2010, max p. guillermo, assumed presidency of college. pursues new strategic planning initiative: tca @ 2015 outlines formulated institutional plans, based on strategic programmatic strengths supported comprehensive development plan make tca energized incubator of new ideas , center of innovation.
the second term of president unfolds more aggressive realization of goals of college pursue opportunities thru external relations such sending ojt students abroad, faculty exchange, research paper presentations , forging partnerships universities in asia , world over. more outputs , completion of programs, projects , activities generated through collective efforts of administration, faculty , staff students , partner agencies. incessant establishment of linkages various sectors intensifies tca’s presence more visible. tca brace more challenges of asean 2015 , globalization @ greater sphere.

after years of persistent hard work , months of anxious waiting, finally, tarlac college of agriculture (tca), home of agriculture-based scientific technology in tarlac, tarlac agricultural university (tau). signed on may 10, 2016 excellency benigno s. aquino iii, republic act no. 10800 formally converted tca tau, making institution first state college in country converted university through merit evaluation system of commission on higher education (cmo no.46,s. 2012); first institution.
