after stabilization of grand council in 1730s, influence of deliberative council declined. during qianlong period (1736–1796), titles of deliberative minister , deliberative prince became honorific. manchu grand secretaries held such titles until 1792, when council formally abolished qianlong emperor. title revived in second half of nineteenth century prince gong , others when prince gong head of grand council.
